If, by reason of an impediment of speech or otherwise, either of the parties is unable to make the declaration distinctly, then the registering officer present at the marriage shall read the declaration audibly and the party shall signify assent to its terms in some clear and unmistakable way so that the registering officer is satisfied that the meeting has understood this assent.
